I think a big No.Minimum qualification for a lecturer in an engg. college is a post graduation in his/her discipline.
However he can work as an asstt. lecturer or else.
However there was a period when the P.Gs were not available easily and aboundantly,a graduate was absorbed and sent for P.G by the institution on certain terms and conditions.
