Best institutions for doing the course in India as well as abroad

Message: i am studying in std 12th science and want to pursue my
studies in aeronautical, computer engineering or electronic &
communiction I would like to know whether i should do my degree from
India & then go for masters degree at abroad or after completing 12th
science it is advisable to go abroad for doing degree & masters. Please
also let me know the best institutions for doing the course in India as
well as abroad. I am hoping to get around 85% and above marks.
